Raditz is Moon Lvl, Nappa is Small Planet Lvl and Vegeta is Planet Lvl without Oozaru.
Naruto will be forced in this Vs. Naruto is the only one who can seriously hurt him with Bijuudamas. Assuming Ichigo can at least kill Raditz and Luffy he could tank a couple of hits and large scale attacks but he'll end up tired. Naruto could vitalize him with chakra but in the end they will probably end up dead for not being able to seriously damage the Prince of the Saiyans.
Vegeta in speed can follow Goku in Kaioken x2, which is FTL. Naruto is the only one who is able to keep up with him in combat.
